Highlights: -Secretary-General/ Gaza -Occupied Palestinian Territory -Secretary-General/ Kuwait -Deputy Secretary-General/ Travels -Security Council/ Yemen -Ukraine -Afghanistan -Sudan -Central African Republic -Haiti -World Wildlife Crime SECRETARY-GENERAL/ GAZA The Secretary-General was deeply saddened to learn of the death of a United Nations Department of Safety and Security (DSS) staff member and injury to another DSS staffer when their UN vehicle was struck as they traveled to the European Hospital in Rafah this morning. The Secretary-General condemns all attacks on UN personnel and calls for a full investigation. He sends his condolences to the family of the fallen staff member. With the conflict in Gaza continuing to take a heavy toll – not only on civilians, but also on humanitarian workers – the Secretary-General reiterates his urgent appeal for an immediate humanitarian ceasefire and for the release of all hostages. OCCUPIED PALESTINIAN TERRITORY The Office for the Coordination of Humanitarian Affairs (OCHA) says that ground incursions and heavy fighting continue to be reported in eastern Rafah, as well as Gaza city and the Jabaliya Refugee Camp. The United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) reports that nearly 360,000 people have fled Rafah since the first evacuation order a week ago. Many of them have already been displaced multiple times already over the past seven months. Meanwhile, evacuation orders issued on Saturday for northern Gaza, amid ongoing Israeli bombardment there, have resulted in the displacement of some 100,000 people so far. The UN remains deeply concerned about the lack of protection for civilians – and the lack of safety for humanitarian operations.  Civilians must be protected and have their basic needs met, whether they move or stay. Those who leave must have enough time to do so, as well as a safe route and a safe place to go. The UN continues to advocate for concrete assurance and actionable measures to facilitate the safe and secure movement of humanitarian cargo, via all routes, into and throughout the Gaza Strip. OCHA reports that as of today, the Rafah crossing remains closed – and there is a continued lack of safe and logistically viable access to the Kerem Shalom crossing. Meanwhile, the World Health Organization (WHO) reports that the incursion into Rafah has jeopardized the provision of health services, access to health care, and the delivery of life-saving supplies. WHO says that fuel shortages are also threatening the continuity of humanitarian efforts – saying that partners working on health care in Gaza require a minimum of 46,000 litres of fuel every day just for their operations. In case of an expanded military operation in Rafah, WHO warns there would be a heightened demand for fuel. Further on Gaza, the Assistant Secretary-General for Humanitarian Affairs, Joyce Msuya, warned yesterday that the military offensive in Rafah spells further catastrophe for more than a million people who had been displaced to the city to escape fighting, disease and hunger elsewhere. Ms. Msuya was speaking at an aid conference on Gaza hosted by Kuwait over the weekend. The Special Envoy of the Secretary-General for Yemen, Hans Grundberg, today (13 May) told the Security Council that despite some positive developments, hostilities continue in Yemen, and “announcements by Ansar Allah to expand the scope of attacks are a worrisome provocation in an already volatile situation.” Addressing the Council via video teleconference from Aden, Grundberg said, “although we have witnessed a reduction in attacks on commercial and military vessels in the Red Sea, the Gulf of Aden, and the Indian Ocean, as well as reduced numbers of US and UK airstrikes against land based targets within Yemen, hostilities continue. Announcements by Ansar Allah to expand the scope of attacks are a worrisome provocation in an already volatile situation.” The Special Envoy told the Council that inside Yemen, “the security situation along the front lines has remained contained in the past month,” but still, he expressed concern about “the continuation of military activity in the form of shelling, sniper fire, intermittent fighting, drone attacks, and troop movements in Al Dhale, Hudaydah, Lahj, Ma’rib, Sa’adah, Shabwa and Ta’iz.” Grundberg described his three-pronged approach to the peace process in Yemen, including engagement with the parties to make progress on the UN Roadmap; exploring avenues for de-escalation and confidence building; as well as continuing preparations for a nationwide ceasefire and the resumption of an inclusive political process.

US President Joe Biden advised Israel to refrain from proceeding with the operation, expressing concerns that it could worsen the humanitarian crisis currently affecting Palestinians. Israel has consistently issued threats of launching an offensive in Rafah, where more than half of the population, around 1.3 million Palestinians, have taken shelter. According to the UN agency, over 110,000 people have fled Rafah and food and fuel supplies are critically low. Local health officials have said the death toll from the war in Gaza has now increased to more than 34,500 people, and has led to the destruction of apartments, hospitals, mosques and schools across several cities. Russian troops are marching into Kharkiv region from multiple positions. Ukrainian troops have criticised the lack of preparation. It was well known that an incursion on the border was likely to happen. A solider took to social media, saying ‘The enemy freely entered the grey zone along the entire cordon line in two years, there should have been concrete fortifications... on the Ukrainian border!’ However, the governor of Kharkiv region maintained that the situation ‘is currently fully under control’, but admitted that delays in supply of weapons from the West had taken a toll on Ukrainian defence. Recent attacks have forced civilians to the boarder town of Vovchansk and nearby villages as Russian troops surround them. The advance comes as President Vladimir Putin removed Sergei Shoigu as Defence Minister. The long-time Putin ally has been accused of taking bribes and overseeing more than 355,000 casualties among Russian troops. He’s to be replaced by a civilian and former deputy prime minister, Andrei Belousov.
