Deputy Special Envoy for Syria, Najat Rochdi, today (17 Jun) told the Security Council that “Syria simply cannot withstand another wave of instability, noting that “the risks of further escalation in the region are not hypothetical - they are immediate, severe, and risk unravelling the fragile progress toward peace and recovery in Syria.” Rochdi told the Council that Special Envoy for Syria, Geir Pedersen, continued his meetings with Syrian officials in Damascus, focussing on the importance of a genuinely inclusive and credible political transition in the country. She said, “the protection and safety of all components of Syrian society and the prevention of incitement of communal tensions are absolute cornerstones for stability,” and pointed out that, “sporadic violent incidents continued in Homs, Hama, the coastal areas, and other regions, including killings, kidnappings, and infringements on individual liberties.” The Special Envoy said, “the southwest saw a serious incident of Israeli artillery fire and airstrikes on military sites and weapons depots across southern Syria, in response to a rare incident of small rocket fires out of Syria into the Israeli-occupied Syrian Golan – claimed by two groups unaffiliated with the interim authorities.” She said, the interim authorities had “denied any involvement in the rocket fire,” and added that “last week, there were Israeli incursions, arrests, and drone strikes in Beit Jinn in the Damascus countryside.” Rochdi said, “these attacks are unacceptable and must cease.” For her part, Joyce Msuya, the Assistant Secretary-General for Humanitarian Affairs, said that the UN and partners continue to provide critical assistance to the people in need. Msuya said, “while the reduction in conflict and growing engagement with international partners are opening new prospects for investing in Syria’s future – we must not forget that three quarters of the population still need humanitarian relief right now. Security remains volatile in parts of the country – including in the coast, the south and the north east – where attacks continue to affect civilians and humanitarian operations. Over 7 million people remain displaced, including many newly uprooted by recent violence.” She underscored the need for more funding, as the humanitarian appeal for Syria has received only 260 million US dollars, just 14 percent of the requirements for the current period. United States Ambassador Dorothy Shea told the Council that the US is working towards ceasing sanctions on Syria.

GAZA The Secretary-General condemns the loss of lives and injuries of civilians in Gaza who are once again being shot at while seeking food. It is unacceptable. The Secretary-General continues to call for an immediate and independent investigation into all such reports and for accountability to be established. The basic needs of the Palestinian population in Gaza are enormous and remain unmet. Israel has clear obligations under international humanitarian law to agree to and facilitate humanitarian relief for all civilians who need it. The unimpeded entry of humanitarian assistance at scale must be restored immediately. The UN and all humanitarian actors must be allowed to work in safety and security under conditions of full respect for humanitarian principles. All hostages must be released immediately and unconditionally.  The Secretary-General continues to call for an immediate permanent ceasefire. OCCUPIED PALESTINIAN TERRITORY Meanwhile, our colleagues with the Office for the Coordination of Humanitarian Affairs said that today, partners working on health reported that more than 60 people were killed and over 280 injured, some critically, while waiting for aid in Khan Younis. The Israeli military said its troops shot at a crowd and that the incident is under review. The casualties were brought to Nasser Medical Complex, where emergency and intensive care units are already overwhelmed, and medical teams are operating with extremely limited supplies. Seventy of the injured were referred to field hospitals, primarily to the International Medical Corps’ Field Hospital.   According to the Ministry of Health, as of yesterday, 338 people had been killed and more than 2,800 injured while trying to access food near distribution sites, referring to non-UN militarized hubs. Addressing reporters, Russian Ambassador Vasily Nebenzya, said that “despite the clearly terrorist nature” of recent attacks on passenger trains in the Bryansk and Voronezh regions of Russia, “some well-known delegations” refused to engage constructively with a Russian draft resolution condemning the incidents. The attacks, which occurred on May 31, June 1, and June 5, killed seven civilians and injured over 100. “Our draft was based entirely on previously agreed Security Council language,” Nebenzya said today (17 Jun), citing resolution 1373 and relevant international law. “It sought to reaffirm the very basic principle of the Council's approach in this domain, namely, that terrorism is criminal and unjustifiable regardless of motivation,” he added. Nebenzya said Russia had hoped the Council would send “a strong signal demonstrating unity,” but according to the ambassador some “delegations resorted to politicization and artificial linkage of these terrorist attacks to the broader context of the Russian-Ukrainian conflict.” Nebenzya also said, “To our disappointment, our proposal to adopt a Statement of the President of the Security Council in order to welcome and encourage interaction between Russia and Ukraine on reunification of Ukrainian children who may have lost contact with their families was also blocked.” According to the ambassador, during direct talks in Istanbul on June 2, Ukraine handed over a list of 339 children who had lost contact with their families. Nebenzya said, “The reality is that the Russian Federation was never engaged in illegal deportation of Ukrainian children, but it has evacuated a number of children from the battle areas for the sake of their own safety. Some of them lost contact with their relatives. We have constantly worked to reestablish it and will continue to do so.” When asked about a potential U.S.-Russia mediation of Iran-Israel conflict, Nebenzya confirmed, “There was a conversation between President Putin and President Trump the other day, and President Putin said that we are ready to do what we can - to facilitate. Here’s what we know so far: Drone and missile attacks were launched by Russia across several sites in the capital, including the Solomyanskyi district. According to Ukraine’s Minister of Internal Affairs, some 27 locations in different districts came under attack. Air raid alerts sounded for seven hours from late Monday into early Tuesday morning, as hundreds of drones swarmed over the city. The Key Details: So far, it is believed that 14 people have been killed in the attacks - one of them an American citizen. Over 50 have been wounded, but rescuers are still searching through the rubble for more survivors. Ukrainian president Volodymyr Zelensky said over 440 drones and 32 missiles were launched at Ukraine overnight in what he described as “one of the most terrifying attacks on Kyiv”. Its war against Ukraine escalates with increased brutality.” Russia, meanwhile, has claimed it launched “high-precision” strikes, against military-industrial sites in the capital.
