Senior humanitarian official in the Occupied Palestinian Territory, Andrea De Domenico, told reporters that humanitarian operation cannot run without fuel, adding that the lack of fuel will affect life critical sector across the Gaza Strip.
Speaking to reporters today (07 May) via video link, Andrea De Domenico, Head of OCHA's Office in the Occupied Palestinian Territory said, “The closure of Rafah crossing has a severe impact on access to fuel for humanitarian activities, the entry of critical humanitarian items and curtail the movement of staff.”
He continued, “Protection of civilian for us remain essential, of course, as it is humanitarian asset and supplies. And we are seeking assurances from all parties to the conflict that they should help us to protect those and ensure respect of civilians.”
The UN humanitarian official reiterated, “We continue to advocate for concrete assurances and actionable measures to facilitate the safe and secure movement of humanitarian cargoes by all routes into and within the Gaza Strip.”
De Domenico also said, “The stocks at Rafah crossing fuel station and in Khan Younis are currently not accessible due to the security situation prevailing on the ground.”
He added, “Communication companies are unable to receive the daily quantities of fuel required to sustain the network. And this means that as of a couple of days, people will not have access to information, we will not be able to gather information for people to understand their needs. And families will not be able to connect to during displacement if they get separated.”
The OCHA official also said, “The site to which people are displacing are without nutrient, without water points, without drainage, without shelter, and it is impossible to improve the situation in existing in the new displacement sites without the entry of supplies and without the fuel to transport them to the location where the people are concentrating.”
On food security, De Domenico said, “Most of the food dispatch and distribution in the South have been suspended since yesterday. As part of where warehouses are in the part of Rafah that has been affected by hostilities. It is estimated that most of the partners will run out of food stock to support people in the south of Wadi Gaza by the end of the week.”
He added, “Partners are running out of fuel to dispatch, their remaining commodities for distribution to household and supporting the bakeries. Without additional fuel, all the food assistance that will be impacted and including the 16 bakeries supported by World Food Programs and humanitarian partners. They will be forced to suspend their operations.”
The OCHA official also said, “In terms of WASH, I think that we have faced that chronically poor access to water and sanitation services that have contributed to presence of disease and increasing malnutrition. Without fuel tomorrow, the main water production will be shut down in the north, depriving the entire population of access to drinking water.”
On solid waste collection, De Domenico said, “We estimated that will be up to 1,400 gallons of waste per day that will accumulate in the streets all over. And this was already a big challenge because also we do not have access yet to the landfill where we could deliver and drop all the all the garbage.”

TRIP ANNOUNCEMENT
I have some travels to share with you. The Secretary-General will be traveling to Nairobi, Kenya, and that will be tomorrow afternoon, where he will take part in the UN Civil Society Conference.
This year’s conference aims to support the preparations for the Summit of the Future.
It is being held on the African continent for the first time and will include representatives from some 3,000 non-governmental organizations as well as academia.
On Friday, the Secretary-General will deliver remarks during the conference’s closing session. As the world faces conflicts, inequalities or the climate crisis - which Kenya as you know is currently experiencing with extreme weather and floods triggered by El Niño - the Secretary-General will highlight the need to revitalise multilateralism so that it reflects today’s reality.
And a multilateralism where the contribution of civil society is recognised as central – not as an afterthought.
Also on Friday, the Secretary-General will hold a press encounter at the UN Office in Nairobi. You will be able to watch that live on our UN Web TV platform.
We will have further travel to announce later this week.
OCCUPIED PALESTINIAN TERRITORY
An operational update to share with you from Gaza. As of now, no goods have come in for our use for humanitarian operations through either the Rafah or Kerem Shalom crossings into the Gaza strip. We are engaging with all involved with the resumption of the entry of goods, including fuel, so that we can again begin managing incoming supplies. However, the situation remains extremely fluid, and we continue to confront a range of challenges, amid active hostilities.
Our colleagues at the humanitarian affairs office tell us that a daily average of 48 trucks and more than 160,000 litres of fuel entered Gaza via the Rafah crossing between 1-5 May. We need all of that fuel to sustain our humanitarian operations for the civilians in the Gaza strip who so desperately need it.
Also, our health partners say all the key medical facilities in Rafah could soon become inaccessible or inoperable. For example, one of the three hospitals in Rafah – Al Najjar – had to be abruptly vacated yesterday, as it was located in the area subject to the evacuation orders sent out by the Israeli Defense Forces.
According to the World Health Organization, this facility has the only dialysis department still operating in Gaza – and is a lifeline for some 200 patients that need that dialysis service.
We remain committed to providing aid to people regardless of where they are. Our teams are still in Rafah, which is where well over one million people, including 600,000 children, have been sheltering. We are also extending our presence northward to assist, as we can, families who are on the move.
In a statement released yesterday, the head of the Humanitarian Affairs Office and Emergency Relief Coordinator, Martin Griffiths, said that civilians in Gaza must be protected and have their basic needs met, whether they move or stay – and those who evacuate must have enough time to do so, as well as a safe route and safe place to go.
Meanwhile, Philippe Lazzarini, the Commissioner General of UNRWA, [the UN Relief Works Agency] said in a tweet that a protest that took place yesterday at UNRWA’s Headquarters in East Jerusalem was nothing less than harassment, intimidation, vandalism and damage to UN property.
The protest was called by an elected member of the Jerusalem municipality and took place under the watch of the Israeli Police.
Mr. Lazzarini said this has nothing to do with freedom of expression. Host countries – in this case, Israel - are expected to protect United Nations premises and operations at all times and a protest has been lodged.

The global unemployment rate declined significantly in 2022, falling to 5.4 per cent from a peak of 6.6 per cent in 2020 as economies began recovering from the shock of the COVID-19 pandemic. This rate was lower than the pre-pandemic level of 5.5 per cent in 2019.

There has been fighting and bombardment on the outskirts of the southern Gaza city of Rafah, as Israel said the Kerem Shalom crossing had reopened for aid.
The Israeli military said troops had killed Hamas fighters in eastern Rafah as part of a "precise" counterterrorism operation. Hamas also reported battles.
A UN agency said no supplies had entered through the reopened Kerem Shalom crossing for aid yet.
Israel launched a military campaign in Gaza to destroy Hamas in response to the group's cross-border attack on southern Israel on 7 October, during which about 1,200 people were killed and 252 others were taken hostage.
More than 34,840 people have been killed in Gaza since then, according to the territory's Hamas-run health ministry.

EU and US officials have called on Georgia to scrap a controversial new bill, which - according to its critics - would put an end to free speech, and prevent accession to the EU.

The so-called 'foreign agents bill' - which mirrors legislation passed in Russia - has brought tens of thousands of pro-Western demonstrators to the streets of Tbilisi, where they've been met by an increasingly violent police response. It's left the country at a crossroads between Western integration, and the influence of the Kremlin.
And a warning there are some scenes of violence in this piece.
