The panel brings together a diverse group of governments and other stakeholders to help embed justice in the ever-growing demand for minerals for clean energy technologies. The Secretary-General underscored that justice is at the heart of this initiative: justice for the communities where critical minerals are found; justice for developing countries in production and trade; and justice in the global energy revolution. For developing countries with large reserves, critical minerals are a critical opportunity: To create jobs, diversify economies, and dramatically boost revenues. Critical minerals could be a golden ticket to sustainable development, but only if they are managed properly, the Secretary-General stressed. The work of the Panel will be co-chaired by Ambassador Nozipho Joyce Mxakato-Diseko of South Africa and Ditte Juul Jørgensen, the Director-General for Energy of the European Commission. They will be supported by a technical secretariat led by the UN Secretary-General’s Climate Action Team, the UN Environment Programme and the UN Trade and Development and comprised of over a dozen UN system entities. DEPUTY SECRETARY-GENERAL The Deputy Secretary-General, Amina Mohammed, is in the United Arab Emirates. Since her arrival yesterday, she held meetings with senior government officials, including the Minister for Foreign Affairs and International Cooperation, Sheikh Abdullah bin Zayed Al Nahyan; the Minister of State for International Cooperation, Reem Bint Ebrahim Al Hashimy; the Deputy Foreign Minister in charge of Multilateral Affairs and Former Permanent Representative to the UN, Lana Nusseibeh; and Mohammed Abdullah al-Gergawi, the Minister of Cabinet Affairs and Chairman of the Executive Office of Sheikh Mohammed bin Rashid Al Maktoum. Discussions centred on the situation in the Middle East, the UN-UAE relationship and accelerating action on the Sustainable Development Goals (SDGs) leading up to the Summit of the Future. SUDAN The United Nations is receiving increasingly alarming reports of a dramatic escalation of tensions between armed groups in El Fasher. The Rapid Support Forces are reportedly encircling the city, suggesting that a coordinated move to attack the city may be imminent. Simultaneously, the Sudanese Armed Forces appear to be positioning themselves. The UN continuously warns that an attack on the city would have devastating consequences for the civilian population, in an area already on the brink of famine. On 15 April, the Secretary-General spoke to you, and he reiterated his call on all parties to refrain from fighting in the El Fasher area. The Secretary-General’s Personal Envoy, Ramtane Lamamra, is engaging with the parties to de-escalate tensions there. Also, for his part, the High Commissioner for Human Rights, Volker Türk, today expressed his grave concerns. We have taken note of Ariel Henry’s letter - dated yesterday, in which he is resigning as Prime Minister, as well as the publication in the official gazette announcing that Finance Minister Michel Patrick Boisvert is now the interim Prime Minister. The Secretary-General reiterates his call for the swift deployment of the Multinational Security Support mission to Haiti to support the Haitian National Police in addressing the dire security situation. The Secretary-General appeals to all Member States to ensure the Multinational Security Support mission receives the financial and logistical support it needs to succeed. SYRIA This morning, Geir Pedersen, the Secretary-General’s Special Envoy for Syria, briefed Security Council members. While addressing other vital issues, Mr. Pedersen underscored that renewing the Constitutional Committee is essential and he remains open to any alternative venue to Geneva that attracts the consensus of both the Syrian parties and the host. Meanwhile, Mr. Pedersen continues to appeal for sessions to resume in Geneva as a bridging option. For his part, Ramesh Rajasingham, the Director of the Coordination Division at OCHA, told Council members that humanitarian needs in Syria are already at record levels. He added that the cross-border operation from Türkiye continues to enable vital aid to enter north-west Syria, adding that we are currently engaging with the Government of Syria for the use of the Bab al-Salam and Al Ra’i crossings beyond 13 May – which would make a difference in the lives of so many people who are in need of humanitarian assistance. And just to flag that later today, at 3:00 pm, the High Commissioner for Human Rights, our friend, Mr. Volker Türk, will brief the General Assembly on the implementation of the GA resolution that establishes the Independent Institution on Missing Persons in Syria. The mandate of the Institution is to clarify the fate and whereabouts of all missing persons in Syria and, in relation to that, to support all victims, including survivors and family members. The High Commissioner’s statement will be available to you under embargo about an hour before his briefing gets underway. This is the new normal in Haiti. As politicians gather at the country’s National Palace for the swearing in of a new transitional council, sporadic gunfire is heard nearby. There are a few nervous faces, but no-one seems especially concerned. The ceremony was being held to mark a new beginning for the country after the resignation of unpopular Prime Minister Ariel Henry on Thursday, but much of the event had to be held behind closed doors, because the security situation in the capital is so unpredictable. Gangs still control around 80% of Port-au-prince, and have previously launched attacks on the National Palace, police stations and the country’s main airport. One of the key aims of the gangs, led by Jimmy "Barbeque" Cherizier, was to topple Ariel Henry’s government. But Henry’s departure seems unlikely to end the violence, with Cherizier warning the new council members to ‘brace’ themselves earlier in the week. They want to be a part of any new government. Led by Henry’s former finance minister, Michel Patrick Boisvert, the new council will seek to bring order back to the embattled Caribbean nation - but it’s a huge task. Half of the population is struggling to feed itself, according to the world food programme, there is a spiralling economic crisis, and the security services here are desperately short of manpower and equipment. The US has said its helping the Haitian police to regain control. The council has a mandate until early 2026, by which time a new, democratically elected president will need to be installed. But it seems certain that the gangs will try to derail that process, and at the moment, no one knows how to stop them.
